Tool to generate anisotropy textures

shaders for anisotropic shading usually define the uv derivatives in terms of some explicit formula (circular, or linear in one direction) or use the texture-uv derivatives for the anisotropicy direction.

But if a more sophisticated anisotropy effect should be achieved where the artist has full control over the anisotropy direction on the material (for example, to create such a surface: http://www.architecturalmaterials.c...-brushed-ss.jpg), then the surface derivatives need to be stored in a texture (similar to a normalmap that stores normals per pixel, such a map would store specific tangents per pixel).

I'd like to ask if someone knows of a tool that allows to generate such textures somehow?

for example, this thread http://forum.unity3d.com/threads/94...-Surface-Shader shows two examples of such anisotropy textures. These examples are simple and generated computationally by an explicit formula. I'm looking for a tool that allows an artist to take control of how shading direction
