Tool to generate anisotropy textures

shaders for anisotropic shading usually define the uv derivatives in terms of some explicit formula (circular, or linear in one direction) or use the texture-uv derivatives for the anisotropicy direction.

But if a more sophisticated anisotropy effect should be achieved where the artist has full control over the anisotropy direction on the material (for example, to create such a surface: http://www.architecturalmaterials.c...-brushed-ss.jpg), then the surface derivatives need to be stored in a texture (similar to a normalmap that stores normals per pixel, such a map would store specific tangents per pixel).

I'd like to ask if someone knows of a tool that allows to generate such textures somehow?


for example, this thread shows two examples of such anisotropy textures. These examples are simple and generated computationally by an explicit formula. I'm looking for a tool that allows an artist to take control of how shading direction
