Editing Multiple Keyframes

I was wondering, is it possible to be able to select a scoped animation from your timeline and add a relative key for those frames to affect all of them? For example at frame 1 to 15 I want my rotate Y to set a key on those keyframes to increase or decrease each separate key selected. That way I can go back and tweak certain areas overall instead of going frame by frame.

I tried to scope the keys and in the table tab select 1-15 and MMB click to change the position, but it sets the same position for every key.

Sure, you can. You just need to adjust your approach, and as the Houdini motto says, "Think Procedurally" by throwing a channel operator (CHOP) on those keyframes instead of using the MMB click to change the keyframe position.

Open up the Channel Editor, scope the keyframes you are interested in. Right-click on a channel group and choose Motion Effects > Create Clip to create a CHOP. Plug in the values, and you're done!
