Fur toon / flat render

I'd like to know if there's a way to 'flat render' mayas fur. e.g I don't want to see any shadows or diffuse at all.

I'd like it to render like a surface shader or a lambert if you turn up the ambient colour to max and the diffuse down to 0

I've tried plugging Lamberts and surface shaders into the base / tip colour and the base ambient / tip colour. But I did not get the desired effect.

The reason why I'd like to work the fur like this is because the character I am generating is very cartoony and the rest of it is shaded Flat, with painted textures using only surface shaders.

any pointers would be appreciated.
