need suggestion for my new pc configuration

Hi
i'm Tanmoy Roy from kolkata, india. i'm going to build a new machine and have a little choices for the components.
I basically work as fx artist and deal with some simulations and some smoke, fire and dust.i have a budget of 70000-75000 inr (almost 1200 to 1400$). and hopefully i got this config at my local market.

So it will be great if you people give me some advice and suggestion on it!and will it be able to handle the huge load of fx related processing and all

Spec:
rig :1

processor---------i7 3820 (or i7 4770k which would be good and reasonable for me)
motherboard------intel DX79TO
Graphics card-----GTX 660 2gig

HDD--------------western digit 2tb
PSU--------------corsair VS650 650 650wat
Chassis-----------Cooler Master Elite 371
Cpu Cooler--------cm Hyper 212 evo

rig :2

processor---------AMD FX-8350
motherboard------ASUS SABERTOOTH 990FX
Graphics card-----Sapphire HD 7770 OC Edition
Ram--------------Gskill F3-1600c11s-8gnt (8gbX4)
HDD--------------western digit 2tb
PSU--------------corsair VS650 650 650wat

You have $20,000+ in software but you can only afford $1,200 to $1,400 for a workstation?

Go with Rig1 but with the 4770K.

Go for i7-3930K
IT WORTHS EVERY PENNY!

i would rather go for i7-3930k but it's costs almost double the price one i chose(i7 3820 or i7 4770k)

and still in confusion about i7 3820 or i7 4770k.

with i7 4770k the socket is all new. so everything new from the motherboard to the cooler.
and i7 3820 support more ram, has more l3 cache and cheaper than the 4th gen one.

The 4770K is simply faster and more efficient in every way than the 3820 and it also allows for overclocking, which I assume you want to do because of your cooler choice. I have to warn you though, the Hyper 212 Evo is pretty huge... I'm not sure it will fit in a mid-ATX case like that one. I recommend you search for compatible cases.

Because you're working with VFX simulations maybe you do need more than 32GB of RAM, but I think that is unlikely (don't take my word for it though).

Go for the 4770k, but if G.Skill is your most available brand for ram, go for the Ares 1866.

Most of a 4770k's OCing (which you seem to clearly intend to do) usually comes from strapping to 125:100 and upping the multiplier by whatever it will go, but regardless, going a notch above 1600 is almost always the case, and both Ivy and Haswell both generally seem to like 1866 the best.

The price difference should be almost non-existent, and Ares is cheap and low profile and won't interfere if you dump on a massive cooler and don't want to run into ridiculously (and uselessly) sized dimms like vengeance or sniper.

That said, around here the evo is usually the same price of an h60, but the h60 is obviously a much less obtrusive and more silent solution.

Rest is all ok, I don't know the mobo at all though. For z87 mobos I can heartily recommend the asus z87 pro (but even one version down if you don't care for wi-fi and BT is fine), I'm very happy with mine.

Currently running all I've recommended at 4.7Ghz and it holds up remarkably well and high in clock even on multi-core stress.
4.7 though is generally considered a lucky roll of the dice (less than a third of the 4770k seem to hit it, 4.5 is in the 80% however).
