Parented lights shadow map

I've got a light rig with a large number of spot lights using shadow maps. These are then parented or can be constrained to a non deforming object which is animated. So relative to the object the lights never move or change.

If I try using a disk based map though the shadow only works on the frame it was generated. It's as if the shadow works in world space and not relative to the light.

Does anybody have any ideas why this is or how to get it to work without generating a shadow map every frame?
