Render layer render times

I have this weird thing happening when I'm breaking up my scene into render layers. I have a scene with a shark underwater. A water surface with an ocean shader applied to it and a partivolume producing rays. When I render the scene it all renders fine in just a couple of minutes. But when I try to break up the scene into render layers, i.e. a shark layer, surface layer and rays layer, the surface render takes for ever to render. How is it that this layer takes so much longer to render than the masterlayer? Is there something I'm doing wrong or maybe I can do to optimize the layer.

I know how to animate in maya but rendering on a production standard level I have a lot less experience.
