maxscript balance factor

Does anyone have any methods for creating a balance factor like the one found in the biped.

I'm in search of any ways to re-create the 'Balance Factor' found on the biped on a custom rig?

the 'Balance Factor' is a thing of the biped that was never used by me for many years.
