My advice is to pick the city you want to live in, for reasons other than the job market. Either city has opportunities but what is going to make or break the decision will be the lifestyle you want to live. I found myself debating the same thing about a year ago and eventually took a chance and moved to Vancouver because I personally value outdoor activities and health-oriented lifestyle significantly more than what Toronto had to offer (a more active urban lifestyle / events / concerts / etc...). Pick the city you would enjoy yourself in more.
