I added a sweep in there with a mospline linked to the tracer, but theres some kind of wacky priority issue (which noseman will fix for you) so I turned it off.

Annnnd Im spent.

Yeah math is definitely not one of my fortes, but this one is relatively simple despite the nodal mess.

I do not know how accessible Python scripting is in C4D (never used it), but this is the kind of problem that a few line of code can solve very easily.

You are looking at exactly the kind of layout problem Macromedia Flash developers solved all the time 15 years ago, when vector shapes on Flash sites needed to interact with each other and the user.

It is also similar to the problem of automatically generating a floorplan layout in architectural CAD.

You tell the CAD software that the dimensions of a building floor are 150 feet by 90 feet, for example, and tell it to squeeze 9 different sized rectangular rooms + 1 connecting corridor + 1 stairwell and elevator shaft + 1 bathroom or kitchen area into that space.

The CAD software can then create hundreds of possible floor layouts with different sized rooms and so forth.

Its basically the exact same problem as the one you are trying to solve, just with more rectangles and also doors and windows that need to open in a certain direction so they are usable.
