Zork: I dont tend to do focus lock system this way so as a shot in the dark with what you are after have you tried orientation constraints? I think that in your selt up that might not work as you would get dependancy loop problems. The other way is what is looks like you might be doing and setting lookats on the neck joints and waiting them between two targets, one that is linked to the body and the head control. Another possibility would be to use an Expose Transform Helper and get expose the rotation between the head bone and the last spine joint. The wire the two neck bones to the expose TM's local rotation values with multipliers so slow them down.
