Ice Frost Growth

What would be the ideal approach for this effect ?

I would use an animated texture mask which drives a shader, displacement map and particle emission map. Hope it gives you a direction.

If you have openVDB & Soup installed then try this.
*Scatter some points over polyGeo,
*Add crystal geo Instance over scatter points & drive its scale based on noise texture.
*After that VDB from polygon. smooth the result & convert back to poly
* add peak deformer to add some noise in normal direction.

Paint Effects strokes with a modifier object animated to "reveal" the frost. Converted to Polys afterwards, alembic then use that to drive fluid emission.

Here is my basic procedural setup for icicles using Soup + openVDB

Using this setup you can adjust
*Number of icicles
*Spread angle
