Bone won't set neutral pose

Bone won't set neutral pose

I have a bone that I want to set a neutral pose on so it'll zero out but when I do it nothing happens. All of my other bones zeroed out except for this one. I can't figure out why it won't set. Any ideas?

if it's the last one in a chain remember to set the pose for its effector as well.

the previous bone and the effector are the elements that estabilish what that last bone will look like, so they need to be involved in the process for the neutral pose to be properly setup.

After looking at it again I noticed that I created shadow icons for the joints root instead of the actual joints. After I hide those and created shadow icons for the actual joint everything works out like I want it. But now I'm wondering why one root zeroed out and the other didn't. Its part of my foot set up, just a single joint that creates a toe lift. The root on the left one zeroed but the one on the right wouldn't.
