Randomize Individual Movement possible with Cloner and Random Effector?

I'm trying to create an animation of smaller blocks forming a larger cube. I've got an animation I like using a cloner (grid array) and a random effector, but I don't want the animation to be fluid. What I want is for the cubes to have random start times, while also stopping and spinning at alternate times along their path then start again their path to forming the larger cube.

I know I could just make the cloner editable and manually animate each cube's stop and start intervals, but I figure there must be a more efficient way.

You could use mograph selections which would let you use specific effectors to control specific cubes, or groups of cubes. Each effector could then be keyframed individually.
Its may only be marginally better than animating them by hand though.
