"Detail texture"

I have been playing around with the cityscape autodesk promo, and it has this really incredibly nice feature called detail texture.

I have a big terrain with a non-tiled texture, and this lets me take the detail from an image and tile it over the other one

Is there any possible way to do this in 3ds max?

You could easily do this with a composite map or material, just setup two different UV's channels, one for the main map, and one for the tiling one. In fact you could set up lots of maps, not limited to just one.
