What is the easiest, most basic way to animate the mouth of this guy in maya?

Depends on what kind of mouth animation were talking about here but Id say the easiest way would be to do it through blend shapes. Copy your model and modify your mouth in all the shapes you want it to be able to deform, after that select all your shapes and last your base mesh and go create deformers > blendShape. You will find everything in your blendshape window.

well i would fix the geo first , at glance the eyes look like a Boolean with no clean up if you try to blendshape this your not going to like the result. jus my few cents

I agree ! Before you try and animate check out facial topology it ll save you alot of messing about and your face will animate more naturally if your topology follows some kind of muscle structure .

As for a simple setup .... id go for a joint controlled jaw with driven blendshapes or clusters to maintain keep volume when the mouth opens.
