Mental Ray not using all cores when Final gather is set to off

Is there a reason why Maya doesn't use all the cores power when FG is set to off?

It's fine when I've got it set to on, I can see in the monitor that all cores are maxed out. But when FG is set to off, they just idle along at .2% on average. Is it something to do with it writing out to a map, if so why is that affect how quickly it can calculate the points?

Any advice would be much appreciated

It is a bug and has been reported and confirmed.

I believe it has even been fixed just have to wait for the maya 2013 hotfix.
