ncloth lagging

ive been having an issue with my cloth simulation pushing a frame ahead of the action, in the process of troubleshooting this issue, ive cached a piece of animated geo, exported it to another scene, made it ncloth and painted input attract values so that most of the cloth follows the cache, but some parts are simulated, the parts that are simulated push ahead a fair distance tearing the cloth in the process, ive had this issue before, and in frustration ended up animating the cloth manually, ive seen a similar problem with collisions, and have succesfully solved that by caching the collision geometry, ive had issues with the entire mesh pushing ahead, but have solved this with substeps, but im a bit stuck with this one.. to reiterate- the simulated parts of the cloth (ie not effected by input mesh attract) literally push ahead of the sim, they appear to be getting pulled or pushed well out in front of the sim and the sim as a result becomes unstable and tears and bubbles.

any ideas??
