How to do this

I am currently dreaming up some projects and had an idea that I wondered how it would be accomplished. Imagine a wizard of sorts that is glowing with power and unearthly - almost like an angel might appear. This character is walking towards another character about to unleash on them. The question is, what is the balance of practical and digital with a show like that? Is green screen the only way with a lot of compositing to see the light laying over the surfaces of the scene or is there something that can be done practically to help?
