Lost my outliner

I can't find my outliner! says outliner panel is tore off. How do I restore it?

Fellow artist, who struggles with the same thing, might benefit your ground work on this matter so why don't you reveal how you figured it out ?

this usually means the window is offscreen - typically from opening the same file/app on single and multiple monitors.

Plenty of ways to fix - either search and delete the line of code in the windowPrefs.mel (maya 20XX/prefs/) that dictates the positioning of the troublesome window, or (more radically) delete the windowPrefs.mel file.

My personal favorite however is to simply re-position the window (requires the name of the window).
window -e -tlc 10 10 "graphEditor1Window" ;

and the following will list all open windows:

lsUI -type "window";

There is a setting in the preferences, where you can tick on/off if maya should remember window positions. You can tick that off, and restart maya.
A good think to know in general, if you have worked with dual monitors, then go back to one, and many of your windows are gone
