UV Shells are not separate.

When I I cut UV's that are somehow still linked. What I mean is when I select a edge loop and cut it and make a separate UV shell, Maya will recognize it as a separate UV shell when right click and goto Select>Select Shell however, I can not move it or rotate it with out it pulling on the other shell I cut it from. Even if I cut three or 4 pieces, the only way for me to transform then is to planar map them. I can move them with the UV shell move tool, but I cant scale, or rotated them with out deforming the other shells. Why is this happening? Soft select is not on.
