maya spline ik tail

Hello,

I'm a beginner in rigging in Maya and I have a spline IK set on a trex's tail. I can control each part of the tail using clusters, but I cant figure out a way to create a control that would allow me to move and bend the whole tail from its end.

Hope there's a solution,
Any other tail rigging techniques will be helpful, no matter how complex.
