Parent transform manipulator wont affect child in Maya 2013???

Very strange issue in Maya 2013:

When i have a groop or parent, its transform manipulators are not transforming the child/grooped objects. the parent or groop has no locked transforms, it is transforming properly, but everything underneath is staying where it is.

When i write values in the channel box everything is fine, it is just a manipulator issue.

I already work with Maya 2013 for some time now. This happened after i installed and uninstalled 3DConnexion Space Mouse Pro Device as i was completely desatisfied with its performance. Could this be the reason?

Maya 2012 is working fine..

If 3DConexion is the reason, cold somebody give me some advice on how can i remove completely its software intervention in Maya..

thanks for any advice

The most obvious reason that comes to mind is that "Preserve Child Transform" is unchecked in the move tool options.

Check it in the tool settings window or rund this MEL command:

setTRSPreserveChildPosition true;
