Puffy Cartoon Clouds

I am trying to make generic puffy cartoon clouds using nurbs spheres filled with fog. (My current idea for how to do it.)

When I try to apply the fog texture to a nurbs sphere and render it throws this error?
// Warning: NURBS shape nurbsSphereShape1 has no valid surface shader. Not tessellated. //

Whats wrong? Isn't the fog material the shader?

Edit: I gave up on particles and went back to fluids with a barrier shape. How do I make this a bit sharper on the edges?

Gonna have to stick with that one. I rendered out some images then I somehow broke it so I can't get it to look right again. LoL...
