Environment Maps and Rapid Motion Blur

Hey all. Hoping someone could help me with an answer or a link to the answer (if there is one) as to how I can render my scene using the "Rapid Motion Blur" setting found under "Rendering Algorithms" in the render setup, while displaying the image I have my environment map directed to.

When rendering as a .jpg or .png (with alpha disabled) I get a black backdrop. I provided an image to show the parameters I mentioned. Any help is greatly appreciated.
