modeling a feline; what is the best way to keep feet flat on ground plane?

Basically, the legs use IKLimbSolver with the end effector at the ankle joint and a foot bone and end bone after that. How do I keep the foot level with the ground when the animal crouches, or whatever? I had thought Binding the foot bone's orientation to a box (dummy) would be the answer, but there's no such option for that bone under Hierarchy/IK.
