Scatter/Distribute splines along an object's faces/vertices

I am currently working on a project where I am creating guide hairs from splines in 3DS Max 2012 x64 . I have been trying to find a way of avoiding having to manually place each guide hair along the base object's vertices of faces before I start shaping what will become a full head of hair. I tried using the hair and fur wsm and the styling tools within, but was not happy with the results of combing and decided that I needed to make my own guide hairs. The problem is that I have been manually placing th guides along the base object's vertices and have been really needing a more efficient way to do this. The scatter compound object can't scatter splines. I have searched for ways to do this with the Array tool as well as the Align tool, but have had no success. Looking online, I have found that there are maxscripts out there, but I cannot seem to find anything that actually works with 2012 x64--and I am not a programmer, so, even after trying to wrap my head around maxscripts, it still just makes no sense to me. My issue may also be that I may not be calling what I want to do by the right term, so, if that is the case, perhaps someone can strighten me out on the terminology. Any suggestions or dirctions would be greatly appreciated as this is for model aircraft noseart and the client is chomping at the bit for me to finish it. Thanks in advance!
