Arch and Design shader with Glossiness set to 0.5.

Alternatively there's the glass Material which has a blur setting to it.

been messing with arch n design, the issue I'm starting to have is the inside of the bottle is getting to dark if I make it transparent enough to see the liquid, like not enough light gets in there or something.

It might require caustics for the light to get inside.

Considering using iRay as a renderer if you're just doing an image since it's easier to render with.

I can look into that. Is MR in general not used to do still objects any more? I ahve a bunch of stills I will have to be rendering soon.

It's still used quite a bit, some features aren't supported in iRay and while it can give you a preview of the render it ends up taking longer to render a clean image since it has no quality settings. It also requires a graphics card with a good amount of memory depending on what you're rendering.

I like it because it's extremely easy to use and ultimately produces more realistic renders if you can wait for it to finish rendering.
