Is it possible to lock some bones in a rigged character?

I started a few days ago to animate characters, and I'm currently trying to animate a low-poly creature. The rig is very simple, just a few bones linked together. This is my bone rig:

The bone at the bottom of the spine, in the middle of the screen, is the root. Any rotation of translation of that bone will also affect the rest of the bones.
Well, I need to move that root bone, but I was wondering if there's a way of locking the right foot in position, just during a few frames. I mean, I want all the body to move, but the right foot must stay exactly in the same position.

Is that possible? I can't think of a way of doing it.
Any help will be appreciated.

Kind regards

That's what IK chains are for. You'll need to read a bit on how IK works if you've never used them.

What I think you need is a rig not just a bunch of bones. Also you need a bone going down from the waist for the tail bone not all bones going up. I personally don't think that you need IK in the spine but Sergio pointed out that you need IK in the legs so they stick to the ground.

Give you an idea of what a rig should look like I have 565 parts to my current rig and I don't have a facial setup yet. Only 15 of those are meshes that render. This is quite a complex rig how ever.

Thank you for your answers.
I know that rigs can be very complicated, and I didn't put a lot of effort on learning how to work with them before. But I think I will spend some time learning how to correctly make them and use them.
Thank you for the advice!
