How to move skinned mesh in scene?

I'm trying to place a skinned mesh with skin modifier in a scene. Some one else made the character, so I don't know how they've done it. The problem is when I select the root bone and move it, it will randomly jump back to the origonal position. If I try to create a new key frame and move it the feet drag behind it (like they are nailed to the ground). I tried mucking about with biped settings, but without any luck.
Anyone know what I'm doing wrong?

Does it have any planted keys on the feet?

I think so. Selecting the left foot bone and looking the key info panel there is a "3" and "80" in the first two boxes.
