Maybe it's your 0.2 setting. That could be in metres so would obviously screw thing up.

Or apply your bump map in your diffuse slot while you diagnose the problem.

Perhaps a mapping/scale issue.

a higher resolution bump map could actually produce more noise. Since every ray can return significant different illumination/angle values.

im not sure how you could solve this. maybe lower the resolution a bit and/or raise the samples.
Check which samples help most in this case; AA samples or the material's reflection samples.
