Simplest way to make a animated cloth

Hello,
I want to make a cloth on a character that will be animated, and I want the cloth to follow and fold correctly but I don't need it extra accurate in this since it'll be a toon-like character.
What is the simplest way to acheive that? I tried cloth modifier but it's not giving satisfying result.
I have the idea to model the cloth and apply a flex modifier to it but I don't know if it'll be ok for folding.
Help appreciated.

simplest way is to apply skin wrap, then on top of that make selections of things you want to wiggle and apply flex to that.

Cloth will follow the character exactly and you get some secondary animation in places you want.

Skin warp is unknown for me, but I was thinking of using the bones of the character's rig and apply a skin modifer to the cloth so the cloth bends as the character does.

You could, but copying the skin modifier is un-reliable. Skin wrap is easy to use, just look it up in the help files, it's worth learning.
