Animating Brush Tips

Hey guys,

looking for an advice here.. I'm going to need to animate a brush that sweeps the floor - close-up of the brush head where the brush tips react with the uneven ground.

My first reaction was maybe to do it as a some sort of hair sim, however the brush tips need to be fairly solid yet bend and fill all the holes in the ground..

any suggestions on what would be the best ways to approach this?
