Having trouble with weight painting a 3DS Max Bipod character

So, I've been wanting to rig this model I exported from a favorite game of mine to make a humorous animation. Trouble is, I can't quite seem to get the rig right I have basic knowledge of Envelopes and the sphere of influence but when it comes to weight painting I'm a little lost as, I can add weight but can't figure out how to remove it. I heard you just press ALT and continue to paint but that does not work. Someone suggest removing zero weights but that just removes the blue weights and I find it's very inefficient. If anyone could walk me through the weight system of Max 14 it would be greatly appreciated, or if you could fix the rig yourself I would be eternally grateful.

Here is the file: https://www.mediafire.com/?9nml6w6lnt2knmj (sorry it's a rar, I couldn't find a way to archive it as a zip)

Thank you very much!
