Toe splay upon ground collision

Does anyone know of a tutorial or if it is possible to have the toes of a character splay when the foot does a roll on the ground plane?

PEN added toe splay as part of his foot rig in his rigging DVD set-- as part of his foot roll reactions-- if I remember correctly. Could you set it up using Reaction Controllers? And create your states that would drive the toe splay?
