Question: How to make animation cycle controls

Hey all, I'm a novice TD (rigger, etc.) Anyway, I've noticed on some rigging reels I've found online have had some very interesting controls. For example, a bird rig that activated walk and flight animations on "FK controls." Now, I've looked at this and I can't really tell how to duplicate this method for my own rigs. Is this done with a "Set Driven Key" or some other option like a ATOM plug in of some sort? How can I create a controller to activate an animation?

Here's the video and the animation sequence begins at 3:20.

Thanks in advance for any help. (Sorry if this has been discussed already and if this isn't the appropriate place for this sort of question. I figured it was a rig despite being made with python scripting.)
