Nope, there are separate tools for both polygons and NURBS.
And XSI has polygons too, which are said to be better than Maya's, where Maya's NURBS tools are better.

So, like already said, the poly-modeling tools in Maya lack somewhat, but Wings3D to the rescue

on the other hand in a way you can... as you can switch between nurbs->Subds or nubrs-polys, then back from polys to subd, and subd to nurbs... but it's a long way around and adds considerably geometry.
