IES Light and Normal Maps

Whenever I use just an IES light on an object that I have a normal map applied, the IES completely flattens out the normal map. I don't get any of usual Normal Map depth and dimension trickery that a regular light provides.

Is this an R15 bug or does all 3D software do this with IES lights?
