I agree, individual bubble dynamics are really a field on its own (also as it has to consider multiple phases) if you want it realistic. And you will have a hard time doing it realistically with any simulator out there. So an approximate creative approach is probably the way to go.

Yes.

Here are examples that show there are some rather easy possibilites, although based on fake approaches, that might resemble what the OP was aiming for.

These Examples on vimeo are done with Phoenix FD in Maya or Max.

You could achieve similiar results with soda but not that easy and probably depending on more trickery.
