RealFlow plus Soda plugin could work but tricky. If you can fake it, try with spheres and the Fit Effector.

The Soda plug-in is for Realflow unfortunately. You can also do what you are trying to do with Dpit Effex 2.0, but sadly I don't know how you are going to be able to do that with Cinema alone.

This wont solve your problem but might help get the wheels turning. Its a file from cgrecord. The author was attempting to mimic another spot that was done in Houdini and realflow. MAke sure you cache the cloner before hitting play.

Actually there are so many bubbles you don't even see the surface or any liquid physics.

My guess would be a particle emitter and effectors would be enough. If you are ready for a small investment, the fit effector from tools4D would seem like it could help a lot:

Realflow or liquid simulation would be my very last advice... Price aside, it's bound to be a nightmare to simulate.

You can also composite certain elements and mix and match techniques : Like Alka-seltzer projected as a texture + some particle bubbles...

i dont wanna discourage you, but if you never used realflow, the task you are talking about will be extremely hard to achieve in a realistic manner, since it is quite hard to do anyway.
