Animating a field of blowing grass or wheat

I am looking to create a field of blowing wheat or tall grass and I was looking around online but it seems that almost everyone that is making a vid on how to create it uses hair. I was wondering if I created a wheat strand, if I could then stick it in a cloner and get several instances of it. But I want them to kinda blow or sway in the wind and I was wondering if a wind deformer could work or if I should go a different route. I am looking for a gentle swaying , and when I play around with a single strand with the wind deformer I get some crazy results.

I appreciate and advice and thanks for suggestions. I am operating in R13 Broadcast so I have mograph just not the full on studio version with hair and such. Thanks again everyone!
