R14 Delay Effector bug?

Hi

Can anyone confirm some strange behaviour when using the Delay Effector in R14.
Changing the Strength seems to disable the effect.
Weirdly, this only happens when making changes to the strength using the numeric field. Changes made using the slider or the arrows don't seem to cause a problem.
Switching from Spring to Even and back will restore the effect until any further changes are made.
