Hair Cell Thermoformed Plastic Texture

Many thermoformed plastic products have a texture in the plastic called "Hair Cell Texture". This does not look like hair. It is a randomized texture to give a better tactile feel to the plastic. I would appreciate any tips on how to make this texture on a 3d model.

You have any referance? And do you need texture or 3d data? Question needs to be a bit more descriptive.
