Realistic Portrait Attempt

Hi, im working on a personal project, which im attempting to do a realistic portrait, but i got a problem on that beard part, i tried to use hair of maya, and its ok, but then i teste the displaced mesh, and the result that i got is that some parts of the mesh is pushed in a way that go through the hair, making some parts "bald" and another with hair, for example his chin and the mustache is the most annoying part, i already tried scale the hair up but i got weird results, so, my question is, exist some way to me to make the hair go on the top of the displaced mesh? here is some examples:

and the render with the basemesh that i did for testing the hair

and here the render with the displaced mesh, notice the mesh overlap and cover some hairs
