Sculpting cloth

So I'm sculpting this



I'm using mostly standard brush and curves.The problem: the shape of the fold depends on the shape of the underlying surface, and since the base for the robe was extracted from the model (and I didn't figure this was going to be a problem back then) it's quite uneven. So from the top view my folds look pretty much like this



I tried fixing it via isolating individual folds and just cutting them from the top with clip curves but it's both too much hassle to do it for every single one and it doesn't really work that well.

Do you guys have any ideas how to fix this?
