Best way to model an action figure?


My goal is to create a static render of an action figure I have placed on an environment which I'll also create.

So far the environment part is ok, but I have some issues with modeling the action figure.

How should I do it? Try to take pictures and put them into faces, like I'd do with a car? Measure some core parts and try to eyeball the whole figure while maintaining those measurements?

This is for a little project Im doing for a short 3ds max course Im taking, so nothing PRO level but Ill do my best for sure!
