modeling and displacement question?!?!?

Been a user of 3Ds max for a few years now and picked up zbrush over the last 6 months.

Been seeing people state that when they make a displacement map from zbrush they take the displacement from the first level geometry and then another from the second to last geometry for small detail highlights.

Could some one please explain why they take the second and what they would to with the map in terms of material, im guessing the first one is to go into the displacemnt slot. Are they saying they use the second one for a bump map or in the highlight slot??

Any explanation would be great thanks.
