Recommendations for mesh smoothing

I've got some scans of people but the results are noisy. Unfortunately this can't be fixed with the scanning software. How would you guys remove the jagged spikes of data? Preferably freeware or something made by autodesk.

Here's the image of the scan:

Maybe use retopology tools to capture what details you can? The mesh, as is, looks pretty unusable.

What ever your scanner is keyed on, that needs to be improved before a scan is done.
