How Paint this Digitally

Hey guys! (Hope I'm in the right section)

Looking for a way to make the lines like in the links. Preferable in 3d somehow or "fake" 3d so that they can move perspective wise.

If you got an idea of techniques that ain't 3d that would be awesome to.

I moved your thread, because I suspect the solution might have something to do with using clever shaders and compositing tricks.

Looks like a cellurar procedural map in 3DS Max.
You can make a mask above the cellurar procedural to control where the cellurar is distributed.
