What watch reel are you talking about? Do you mean a commercial ? (and if so can you provide a link).

If you are talking about those soft reflections you often see on commercials for cellphones, computers etc. you can create some light cards.
Either area lights (perhaps with a soft texture attached). Or you can use geometry with a flat white color or ramp.

The reflection is moving because either the camera is moving or the watch.
Try to take your own watch and move it around, you should be able to see the reflections change as well, depending on what they are reflecting.

They could be animating some reflection cards or lights as well, but I donīt think thatīs the case here.

I think they are just using soft lights, combined with image based lighting (some HDRIīs)

You can find some here

Basically, its a big dome or sphere surrounding your scene, with an image attached to it as a texture (the simple explanation).

Most 3D programs have an option for this. In Mental Ray itīs image based lighting and in Vray itīs a dome light.

I hope I understood your question correct, otherwise let me know

From the look of it I think it's more likely that the watch is moving while the camera and lights are static.
