Emitting small particle clusters instead of single particles

Is it possible to make a PFlow emitter to emit small clusters of particles instead of single particles at a time?

Or possibly make the emitter to emit a particle and immediately after that spawn a small number of particles in a close proximity to the parent particle which has the same speed and direction as the parent particle?

I tried to do it with the Spawn operator but it spawns the particles at the exact same place as the parent particle. If I use the divergence parameter then the particles get further and further apart which I don't want. I would be okay with using the Spawn operator with divergence and then after a certain amount of frames "attaching" the spawned particles to the parent particle but not sure how to do it.

Any help appreciated!

Use script operator to add random vector to particle position at birth.

When I think about it I will really need to attach those cluster particles to the parent because in case I want to do some further adjustment (for example random speed of each cluster) I would need to address each particle cluster as a whole instead of addressing each particle separately.

U can make models of the clusters, and assign to particles shape...

I need to splat these clusters on a surface so I can't really use a fixed geometry.
